subs not showing at correct time in the vcd movie

hi its my first time were ,and i dunno if its rigth place to ask

i decided to follow the guide here of :
Convert DivX Video to VideoCD Format With VobSub subtitles

the problem its i use GSpot to see the avi fps
trhe if shows 23.976 i go with Vobsub and open file with 23.976 and save her wi that fps with another name.

after follow the guide to convert the subs seems to be or more faster or more slow that the actores talk in movie.
some times they fit well but more of times subs are out of time ..

any idea to help me put subs in the correct show time?
