View PAL Tapes on PC for Editing?

My father has had a certain Sony camcorder (Sony Handycam Vision CCD-TRV45E PAL) from Europe for good while and has been using it to record important family events. He's never wants to part with it, even though there are better cams out there with USB for PC connectivity and better resolutions and so on.

The situation is he has a bunch of tapes that are PAL but our systems are NTSC because we live in Canada. So he bought a Samsun SV-5000W World Wide VCR player that played sources from NTSC, PAL, SECAM, PAL-M, PAL-N, You name it. So to view his recordings on the TV, he would setup the VCR player and connect it to the cam, and play it via on-the-fly conversion from PAL to NTSC for viewing.

Now he wants all his videos on the PC. How would get the video on the tapes played through the cam which is connected to the WorldWide VCR which is connected to a TV Tuner on the PC. Nothing plays. Any applications or other hardware bits that could help would be wonderful. How can we sort this problem out
