Wii-Clip V2b help

I just bought an argon 9 wire mod chip presoldered to the wii-clip V2b.
I am new to this and when i read the instructions at www.wii-clip.com it makes me very confused. Do i have to solder any wires at all and what does it mean to 'short a jumper' as it states in the instructions at the website. I currently have a usa wii and i do not want region free at the moment.
