Stock Fan Problem

My stock fan suddenly started having problems. I have a Talismoon stock fan and for some reason, the left fan stopped spinning when I turn on my 360. I put in the original stock fan and it has the same problem. My guess is the power adapter that is causing the problem. Does anyone know whats wrong and how to fix it?

Well i had the same problem but not excatly. My internal hard drive wires were stoping it. Make sure that there is space for it to spin and nothing is stoping it
