Everytime i try to get the internet it says my IP address timed out. What does that mean?

It means your router or wireless adapter is not assigning an IP to the PSP.

Did you set it up auto or manual?

If you setup a manual connection make sure the IP/SubnetMask/DNS is all properly entered.

If you setup an auto connection try unplugging the router for a few minutes and plug it back in. This has happened to me a few times on my sons PSP and doing that usually fixed the issue.
