Normalise two albums on same cd

An interesting problem........

I want to burn 2 albums (each under 40 mins) to the same CD. But one album has a much lower volume than the other.

All I want to do is burn the lower-volume album at the same level as the higher-volume one with out changing the relative volume of the individual tracks within each album.

If I use normalise on all tracks they are being adjusted to the same level so I am losing the fact that some tracks are quieter than others withing the same album.

I know I could convert each album to one file and then normailse the two files but then I lose the track breaks.

Is there any way to do this?
