Is my 6230i permanently locked? ignore my first post

Hi,
I have an unused nokia 6230i that has been given to me.
When I put my simcard in, after the O2 logo, I immediately get 'restricted'. I hit 'undo' and it asks me 'enter restriction code'. I have tried the default 12345 and also my sim pin number. It just says 'code error'.
I am unable to enter *#06# for the IMEI number.
From the label the IMEI number is 357969001353585 type RM 72.
Has this phone been permanently locked?
Could anyone help, or would taking it to an unlocking shop help?
Seems a waste to dump a perfectly good phone.
