Why is a mod chip needed?

If a DVD ripper can make a perfect copy of a game, why is a mod chip needed? Is there something special about the DVD itself that an unmodded Wii notices?

Well, the first thing any DVD drive does upon receiving a disk is ask the disk what kind of disk it is. An original, or pressed, disk is different than a burned one. The drive sends the signal to the rest of the console telling it what sort of disk was received and, if it was a burned disk the wii blocks it from being read any further.

Very simply, what a modchip does is either trick or force the drive into sending the 'original disk' signal. It's a bit more complex than that but basically that's why burned disks don't work on unmodded wii's.
