d2pro9 and wiiclip v4c. short the jumper?

I got a wii and just bought the d2pro9 v3 and a wiiclip v4c.

The wiiclip has one wire and says to short the jumper on clk or use that wire to connect the j pin on the clip to the j on the wii.

I was wondering how you short a jumper and if it was necessary. What does this one wire do? Is it for region free playback. Thanks
