I just bought a new 500Gb HDD so I can fit more games on it (I had a 100Gb before).
I had the Hard Drive up and running but some of the games on it didn't work (I think because my program corrected the errors). So, I reloaded the games and now Toxic doesn't see the Hard Drive. It is formatted correctly with Winhiip, I didn't reformat it. The old Hard Drive also can't read anymore. However, both Hard Drives can be accessed as PS2 drives via winhiip in my computer.
When Toxic loads, it doesn't even pause for a HDD, it just boots quickly. I cannot hear either Hard Drive spin up anymore. The boot mode is set to Toxic. I thought that maybe the screws of the network adapter had to be fully in, or else a ground wasn't made or something like that... but that didn't work.
So, I think it may be the network adapter. Does anyone else have any ideas? Is there any way to test if the network adapter works or not?

After a bit of testing, I found that it was indeed the Network Adapter that was buggered. I had originally modified it to accept WD Hard Drives, but I did not secure the power connection well enough (it wiggled). Eventually, somewhere along the line, the connection worked it's way loose.
I took apart the entire thing, then only plugged back in the IDE connection, the power connection and the PS2 connection. Now it works fine, but I may have to dust it every now and again.
I tried to put it back in the casing, but it didn't work.
