Help! Need to understand, Live Capture to MPEG2 format

I have been fighting with this for weeks. I have a VS2008 application, I am using the Mitov video capture tools. I am able to capture live video to AVI. The capture tool has an option to select a compressor for the video. We Purchased the LEAD TOOLS MPEG2 Encoder to accomplish this, however when the video is done it is not an MPEG2 video.

Our current solutiuon is to capture using Divx to an AVI then using FFmpeg to convert to mpeg2, this worksm however some videos take 15 seconds to convert, others take 2.5 minuits. The captured video is 111 seconds long, all the time. I have no idea why ffmpeg will convert one video in 15 seconds, and the next at 2.5 minuites. Need less to say this is why we want to encode directly to MPEG2.

Can anyone shed some light on this for me. I have yet to find a good guide or explaniation as to what I need to do to accomplish this take of streaming directly to MPEG2
