Is the D2pro chip compatible with all Wii drives?

I live in China and for the summer I went back to Canada and bought a Wii, I decided to get in modded back in China. The guy modded it with a D2Cpro chip and after he was done it didn't work. He said it was because the system I had US 3.1 wasn't compatible with the chip and the chip he had would only work on the Japanese systems. In China all the Wii's are Japanese and this guy has never seen a US Wii before. My question is does this sound right or shouldn't all D2Cpro chips work on all Wii's?

the chip should work on all wiis no matter what the region is so i would go back or take it apart myself to see what he did
