This is going to be a noob question: I was wondering is there any way to determine if my D2B chip is cut or not just based on the serial number (I did use wiitracker to find out its D2c-D2B, plus don't have a trigram screwdriver)?

The only way to be 100% sure is to open it up. Wiitracker can only tell you which is likely.

And you need a triwing screwdriver to open the wii to check.
