Long story short:

I'm co-founding an anime club (and of course I have to deal with all of the legal issues) at my high school, and so, since (probably) some of the anime (Japanese DVD) won't have English subs, I was wondering:

How can I convert a soft sub from a fansub version to a external .srt (or something like that) which I can put the file (along with a little readme) along with the legal, original version available for members who will be borrowing it from the club library? (I'm assuming this would be more legal than letting members borrow fansubs, which would be pointless cause they can get it by themselves, so I'm going to stick to legitimate Japanese versions) What software would I need/the borrower need? Would the file size be reasonable?

Also, what software (preferably free, but I can live with pay since I'll get reimbursed eventually from club funds) would you recommend to remove region codes on a DVD(since the region code would be region 2 and I don't want to deal with members yelling at me why their DVD drive doesn't recognize anything anymore) that would work for most DVD's?

Thank you for helping someone who doesn't know much about tech (although I know far more than my parents thanfully).
