DVD (.bup,.ifo.vob) to Mpeg

I have a dvd containing the files: video_ts.bup, video_ts.vob,video_ts.ifo.
Can anyone help me out on how to convert them to mpeg files. I want to write the dvd into a vcd. Iam totally new to this process. Iam looking for a step by step guidance and any help would be greatly appreciated.

There are a number of guides listed here for conversion to VCD.
Most are from a time when VCD was more popular than at present and they all make my head spin with the number of steps required.
