How do I view Japanese text in applications?

I'm using vista 32-bit home premium

Japanese text generally appears as random symbols in most programs that I open.

Is the solution to install japanese fonts? If so, for some reason I don't have the option to install language fonts as shown here:

have you done anything with your font folder? windows vista has native Japanese support to view Japanese text unlike xp.
