CS3 GIF Saving Problem: Slow Frame Rate?

I am trying to create a .gif out of the first part of the last Naruto episode, but when I am creating it and play in the preview, it works fine.

I have it set to No Delay(0.0) and it looks as if it was real-motion.

I'll go to save it for web(Optimized) and for some reason it runs as if it's on a 0.1 frame rate. How come? It's driving me nuts that it's choppy, and I can't figure it out. I've saved in non-optimized formats, and original format, and all sorts of things. I even tried manually changing the frame rate, but nothing.

It's getting VERY frustrating, and I really want to create this .gif so can anyone with some CS3 experience give me a hand please? Thank you.
