Hello I am buying an OEM DVD Burner from NewEgg.com.

I don't think it comes with anything. Just drive.

Will I need IDE and/or Powercords. Or ANYTHING else to use it. I am putting it into my extra empty optical free bay of my HP computer.

Hello,
I own a business and OEM DVD Burners only come with software and sometimes a audio cable, depending on brand, if you have a HP computer you may find that it doesnt have the cable to run 2 Optical Drives. Other wise you just need to plug in a power cable from your Power Supply and the IDE cable, which you said you are putting it into your EXTRA bay, so you will have to check the MASTER and SLAVE jumper settings. Aaaight!
