I want to hook my PS2 to my 24" monitor, but I am lost...

I'm looking online and people say a vga box is better or a tv tuner is better, and really, I dont know what will be better since all these posts are dated from 2003-2006, so too old to know what changed. Anyways, I want to know what would give me the best picture quality (and resolution if it were stretched to full screen) with no lag and how it will look (like is it worth it to have a 480i or 480p picture stretched to a 24")
