DVD editing without recompressing?

Hello! I know it's fully possible to copy a DVD to the harddrive, frameserve it, and then edit it as you please in a video editing program. I don't want recompression associated with this when you write the DVD back out though.

I'm wondering if there is a way to copy the DVD to disk, and then cut/join frames or segments of frames apart/together. I'm talking about doing this straight in the stream, not decompressing and then recompressing. Is there any such program to do this? Is there any such method of doing this?

I don't care if it's by hand, and I realize it's impossible to apply effects on the video without recompressing. I just need to cut/join.

You can of course rip an entire movie to a HDD without any compressing using DVD Decrypter in File mode. You can then edit it using Vegas 4.0, or another similar suite.
