So can anyone name a few good converters that will not only convert to a variety of formats (dvd, avi, etc.), but also delay or re-sync audio and boost volume?

You can try AviDemux 2.4. It's free. If it doesn't
do something you need in audio it's easy enough to demux the audio and manipulate it with another program such as
BeLight or Goldwave or whatever. If you look at the Wiki docs
for it you can see what it can do.
It does still choke on some formats though. Probably the most
versatile tool is AviSynth. Go to the respective sites for guides
plus there are probably guides around here too.
