You can't, at least not easily. Even the easiest way is extremely painful -- I put it shortly in here:

-install all the tools listed in our DVD->VCD guide

-install these additional tools:
VirtualDub.cfm " class=korostus target="_blank">http://www.afterdawn.com/software/video_software/video_tools/VirtualDub.cfm
http://www.afterdawn.com/software/video_software/video_tools/vfapi_codec.cfm
VobSub.cfm " class=korostus target="_blank">http://www.afterdawn.com/software/video_software/dvd_tools/VobSub.cfm

-remember also to install the frameserver support for VirtualDub (avisynth or whatever it was, don't remember :)

-follow our instructions for DVD -> VCD ripping (literally!) from this URL:
http://www.afterdawn.com/articles/archive/dvd2vcd_with_smart_dvd2avi_tmpgenc.cfm
_EXCEPT_ for these following instructions:

-after you've saved the AVI.cfm" class="forum_link" target="_blank">DVD2AVI project, open VFAPIConvert (found from the same package as the VFAPI reader codec) and open the .d2v file you just made with that one and save it as a pseudo-AVI

-open VirtualDub and use VirtualDub to open the pseudo-AVI you just saved

-make sure that VirtualDub's Video menu has a selection Full processing mode selected

-go to Filters section from Video menu and add a filter called VobSub -- follow the VobSub's instructions (basically you point the ripped VOB on your HDD for it and tweak the text color, etc suitable for you)

-leave the VobSub filter in the filter list and click OK to get back to VirtualDub's main window.

-from File menu, select Start Frame Server and select the fist name to whatever and when program asks you to save a file, type in a filename as 'filename.avi' <-- NOTE! THE .AVI EXTENSION HAS TO BE THERE!

-LEAVE VirtualDub RUNNING NOW, DON'T CLOSE IT!

-continue using our original guide -> load TMPGEnc and load the video file, but as a video file, select the file that you just saved with VirtualDub. For audio, select the WAV that AVI.cfm" class="forum_link" target="_blank">DVD2AVI created for you and read the rest from our original guide.

...and yeah, I know Flask can do this more easily, but I don't like Flask.
