DivX to VCD - 2 subtitle lines on MPG

I used the guide "Convert DivX to VCD with subtitles". It worked great except my MPG file has two subtitle lines. When I previewed the file in TMPGEnc I had just one subtitle line. How did I end up with two, and how to I convert this file with only one?
