If the subs are contained in a separate file (example .srt format) then many programs (Nero excepted) allow the subs to be added as part of the project.
Both ConvertXtoDVD (commercial program ) and DVD Flick support subs.

The DVD Flick guide lists the steps required to burn an avi and subtitles to DVD.

If the movie has subtitles, the DVD player's setting decides whether subs are turned on automatically.
If it is set to turn the subs on, then the default subtitles start showing (in North America, English is usually the default)
