i have to programs to record mpeg2 files from my tv-card.
the first is pinnacle pctv and the other cyberlink power vcrII but i'm not stisfied with the quality from the recorded files from both programs. does anyone know a better way to record mpeg2 svcd files from the tv-program?

Record your video using non-lossy compression, such as Huffyuv (http://www.afterdawn.com/software/video_software/codecs_and_filters/huffyuv.cfm) in full resolution (704x480/576, depends on your video system -- NTSC or PAL), with full framerate (29.97fps for NTSC, 25.00fps for PAL). This will take HELLUVALOT of HDD space, but video will maintain in as-good-as-it-gets quality, because it is not compressed in any way.
Then, do your editing/cutting/etc using Huffyuv, so the editing is done using non-lossy compression as well. After that's done, encode the resulting video into MPEG-2 using TMPGEnc's 2-pass VBR encoding and the results will be pretty damn good.

do you know where i can get a profile for tmpeg for vcd and svcd that provides good quality settings? or are the standart profiles good enough?

Standard profiles are good basic templates, just remember to change the Motion Search Precision to "Highest (slowest)". Rest of the tweaks you can obtain from our DVD->VCD and DVD->SVCD guides (stuff like interlacing, 2-pass VBR settings for SVCD, etc).

i think the program does only a size like 352x288 but i want to record in 480x576 for svcd. what to do?

You select the SVCD template, it does the standard SVCD conversion to SVCD resolution (480x480 for NTSC, 480x576 for PAL).

Have you read your "DVD to SVCD with TMPGEnc" guide? It explains the settings for SVCD encoding. I've never experienced any problems using TMPGEnc + Nero when creating VCDs or SVCDs.
