I am trying to set up my friends PS3 to get online with a Router i have also just installed.
When i go through the set up it finds the ssid and then asks for the security which is an 8 letter word so i type that in but it says that there is a problem. I read somewhere that if you type the wep number it will go through. I found this underneath the router (netgear) that all goes through but when it gets to the test connection it says ip timed out. I have been on the router web page which says that the security is the wpa and confirms the password so i dont understand why it isnt working.

This happened at my cousin's house, as well, when I tried connecting from their wireless router (with a WEP key). But once I brought it back and retried the connection using my own wireless router (also with a WEP key), there was no issue.
It could be that you're too far away from your router (if you're using wireless networking). If that's the case, either try putting your PS3 closer or connect it with an ethernet cable.
...it might also be some sort of firewall setting. Maybe...? I seriously doubt it because it should only affect your computer, but it MIGHT be possible.
But don't take my word for it. I've got absolutely no knowledge on networking.
You should remove the WEP security from your router and confirm that the PS3 can connect to it.
After it does, then re-enable the WEP on the router and enter the key in the PS3 and any other stuff you want to connect to the router.
If you didn't have the WEP enabled on the router (like, a different security protocol was running), you should be able to change the router to WEP and then your PS3 will connect (hopefullY).
I would suggest you disable all security protocols on the router for a few minutes and just make sure the PS3 can connect, then go about setting up the security...
