bought a nokia phone imei# 010418000098170 to replace my broken phone. When I insert my sim card it says "phone restricted"
can anyone help me unlock it?

Phone's Previous provider was Cingular in Tampa, fl

My sim is att mobility formerly cingular

please give detailed directions such as do I need to try the code with or withou the sim card inserted, etc
