Well basically im running CFW 3.80 M33-5 but when ever I use the bottom buttons (Home, volume -/+, select, Start...) the screen for the PSP Shuts off, everything else is working i can still hear the background sounds and stuff just the screen is off. So I need help on what to do. Some guy told me i have to change my Flash 1 settings, is this tru?

I can't really tell you why that is happening but I have been noticing a repeating pattern amongst this forum and many others where people who encounter problems in which their screen is shutting off are people running their PSP on some sort of CFW firmware.

I really don't know how to solve the issue so all I can recommend to you is to either get new firmware or try to get it professionally repaired.
