Question about FairUse Wizard AAC encoding - Dolby PLII?

In FairUse Wizard when encoding in MP4 containers it only lets you use stereo AAC. Anyone know if this is straight stereo or stereo DPL(II)?

Also is it generally considered better to use the 2.1 audio when converting to stereo or let FU downmix the 5.1?
