I use dvd flick to convert avi to dvd, and it's free.
I also use imgburn to burn my disks (yep, another freebie).

My 2 cents worth is not a free way to do things but its the best i find.
Winavi works like a charm has done all my avis in a fast economic way and doesnt fail on me yet..

Like Deadrum said, there are plenty of pplications that will do the conversion. However, I find DVD Flick to be one of the best. It is free, and will not do just the conversion, but also the authoring, menus, DVD structure and such, and have it ready to burn(unlike Super, Avidemux and others that just convert to mpeg, and you would need another application to author the DVD). ConvertxtoDVD does a good job, not free though.
