It's a rather odd problem and I'll try to describe it as best I can:

I've converted Resident Evil (DVD) to SVCD using this guide:

However, during playback of the movie at times of vertical movement, or generally just any quick action you'll see.. as best as I can describe it, horizontal distruption.
Several lines of this in fact that extend from the source of the action and across the whole screen (I can take some screenshots if that helps the description?).

Even though the video is NTSC, I've also tried PAL encoding with the same result.
And the only thing in the guide I did differently was I used DVDecrypter to rip the dvd and not Smartripper.. but I doubt that would result in the lines.

So my question is:
What can I do to prevent the vertical 'distruptions' from occuring?

I assume you mean interlacing. This site will explain it all to you:

If this is the case, you need to delace. Try it with various delacing settings.
