Plextor CD R/RW Drive

I have a plextor cd r/rw drive that is external. The problem with it is that I plug it into my computer and it says that I am plugging in a hi speed device to a non hi speed usb hub. The thing is, my computer has 6 usb 2.0 ports, and none of them have anything wrong. I have gone a little further and fdisked my hd and installed a fresh new copy of XP. Still same error. I need some help, and I turn to this excellent afterdawn community for it. Thanks.
