d2dpro 9 problem not the j wire or ckl thingy

I installed the d2dpro9 came pre soldered with the clip.
but when ipower up the wii no lights come on the chip and the dvd acts dead, meaning cant stick a game in and does notmake any niose at all.

if someone canhelpiwillbe greatfull
