downgrading 3.3J to 3.2J please confirm this

I just got a 3.3J Wii console. The firmware was already 3.3J out of the box. Mod chip D2ePro installed. Homebrew channel installed. Also has softmod using Softchip.

I would like the change it to English. When the place I bought from tried to modify it to English (3.2U) using region changer, it caused a semibrick, so we changed it back to 3.3J. I was told he couldn't change it to English without semi-bricking it since the firmware was already 3.3J to start.

Can the following be done based on what I've read on the forum thus far:

1) downgrade 3.3J to 3.2J using downgrader
2) change region and country to 3.2U with anyregion changer

That seems to make sense to me. But if the firmware was started as 3.3J instead of upgraded from lower level, can it still be downgraded?

Lastly, when I change to 3.2U, will my modchip need to be changed? It's a D2ePro which I can't find a website for. When the guy tried to change to English, all he did was using anyregion changer without modifying country for the modchip after and it seemed to work.
