I am looking to build a new computer on cyberpower probably and I know next to nothing about what I really need. Looking for any help that you can provide.
What I want is to be able to play World of Warcraft without any glitchyness or jumpyness in the graphics while all the settings are set to high.
I would like to achieve this goal for under $1000 if possible but would be willing to spend maybe a little more.

To be honest, Cyberpower is not a good place to start, they do not use quality components, and their after service is rather soso.
I would try and find a build elsewhere with the following specifications:
Core 2 Duo E7200/7300/8400/8500 (any will do)
4GB RAM (2x2GB sticks, at least 800mhz [or PC6400] speed)
Decent quality motherboard, preferably from MSI, DFI, Gigabyte or Biostar
Radeon HD4830/4850/4870 or Geforce 9800GT/GTX/GTX+/GTX260/GTX280 - any
