I got the game Steel Dragon EX from a site.
I know for certain that this game is a cd version and pal.I have a ntsc ps2 so i used the converter to convert the game to ntsc.I burned the game to a cd because it's a cd game but it didn't work.I tried burning it again because i might messed up the first time but it still didn't work.So what i did was i converted the game to dvd version using dvd scanline and burned it on a dvd.The game finally loads but the screen is off(it has a black screen cut off on top)AND only the logo of the company loads and after that it just freezes(got a black screen of death).

Now I'm out of idea...
