Integrated graphics or a dedicated card?

Have you tried the 3650's DVI?

yeah, just tried it.. when I turn on the PSU the whole computer comes on and the case fans always work, the cpu fan comes on the stops, the cddrive works half nof the time and the 3650's fan comes on like 25% of the time. what is supposed to happen? a black screen show up?

You're meant to see the BIOS screen. If the fan of the graphics card spins down, it sounds like the system is booting.

The fan spins only some of the time abd I dont see any screen.. does this mean my CPU or motherboard is dead because I still have the warranty. if it helps I had trouble installing the Freezer 64 so maybe I couldve damaged the CPU =/ ......is that a possibilty?

Also, my case's power switch dosent work, as soon as I turn on the PSU the whole computer comes on fans, HDD lights and all..

For Motherboards with Integrated Graphics, does the first boot have to be with the integrated graphics?

Maybe you have to manually set it in the motherboard to boot the dedicated card. Try connecting to the cable to the DVI on the motherboard first and see if you can see the POST screen with that. If you can, that is the problem. You can then access the BIOS to set the PC to use the dedicated card.

I doubt that is the problem because I tried the VGA on my motherboard and have a vga to dvi adapter but have yet to try it but if the vga didnt work then I doubt the dvi will. does the ram slots have anything to do with it? I have 2 green and 2 white slots and put them both in the green.

That's for Dual Channel Mode. You want to match the colors.

As for the DVI, VGA or DVI would not make a difference unless the connector is not working.

Try booting with fewer components installed. Try CPU + heatsink fan & RAM with integrated graphics. See if that gives you some signs of life.

Tried that too. no luck, do you think it could be the motherboard or Processor? cause I still have the 30 day warranty for both..

Fix the case switches first. Hook up a reset switch wrong and a PC won't boot.

Yes, it's very important to get it right.
Two black wires for the power switch? Glad I don't buy cheap crappy cases...

I tried EVERYTHING!!! nothing works, must be the MOBO.. the case switches dont work but the power and hd leds do.
I have 3 important questions before I send back the MOBO.
1. can your pc post with a dead cpu?
2. Is your whole computer supposed to turn on when I turn on the psu? not even touching the case's power switch.
3. Is my motherboard confirmed dead when the properly installed speaker dosent beep? (I tried an older computers speaker too)
thanks

1. No
2. No
3. No, a PC needs to boot to beep. Something else could be wrong.

Do you think it could possibly be the PSU or CPU?
and from what your saying it could possibly be the Motherboard cause I just tried another PSU and it turned on without the power switched being pressed.
Im thinking about sending it back and getting this http://www.newegg.com/Product/Product.aspx?Item=N82E16813186141

It could well be the motherboard.
I'd try one of these, these seem to be solid, well-reviewed boards:
