My Uploaders Cant Upload whats happening

my upload rate has been an average of 15-20kB/s for months, uploaders have collect over 80GBs from me since december, and i have downloaded over 70GBs in return, thats ok, but last week i got ban because ny clients where trying to conect to quicky!!?, I had no idea what happened, just reset and started again, but my clients still carried on connecting at speeds of 30-70kB/s upload for about 10secs then go, very little upload happening, before a client would have 30-50mins or an hour uploading now they have 10sec to 2mins max,
what i have done to try cure this problem, reinstalled emule, but kept clients.met/Preference.dat and cryptkey.dat. should i have done this, or should I delete them completely, help if noone can upload from me i will not get credits, by the way my downloads have not been affected, not yet anyway
