MSINET.OCX invalid

I try to open ck3tool_v1.2.4 and receive an error
saying "Component MSINET.OCX or one of its dependencies not correctly
regisrteed: a file is mission or invalid."so i copied and pasted the MSINET.OCX to stystems32 but i still get the same message when i click on ck3tool_v1.2.4 and the drivers a install

now click the start button and type this in the "run" portion.

do the run thing but got this message. the module was load but the call ti diiregistersever failed with erroe code 0x8002801c.cheers

You must be using vista. Ok... do the run thing but type in cmd

When it pops the cmd.exe file right click it and run as administrator
It'll then take you to a cmd prompt.
