wii 3.4u cant install cios

I have followed the info at toosmartguys.com and did the twilight hack on my 3.4u and everything worked great except the cios installation and backup launcher wont load backups. but to clarify i have the homebrew channel running and n64 roms are working just cant get past installing the cios any help will be greatly appreciated. i have searched all over google to find my answer but everything i see start in the beggining with installing homebrew and is not clear on installing just the cios and backup loader.

Did you install ios16? You have to do that before you can install a cios.

i'm kinda a noob, but what I did was downgrade to 3.2u
