Need to convert a NTSC-DVD to a PAL-DVD

I tried the whole weekend to convert a NTSC-DVD to a PAL-DVD and found out that it is not as simple as it seems. This is what I get so far. First I have to rip my NTSC-DVD. That`s the easy part. Then I need to get the VOB files to avi files. This is the first problem cause I need to get a very high quality avi file out of it. So which programm is the best avi converter? After that I don`t know how to go on. I read something about a NTSC-PAL converter from Canopus but this should only work on DV avi files. If you read this and know anything about it please respond to this thread. Thank you in advance!

Hmmmm..

Why would you want to convert to PAL?

Do you intend to send the disk to someone who lives in a PAL region (Europe, for instance)?

If so, why bother, as most DVD players outside of the USA (NTSC region) will play/convert on-the-fly.

Imtoo dvd ripper should be able to convert frame rate if you choose PAL in input settings window. But why do you want to convert to AVI? Maybe your dvd player can read it? But of course any output format can be changed frame rate.
