Im sure that you've tried to change the settings of tmpgenc to lower the bit rate and audio rate but the filesize just comes out the same as the higher bit rates. This is the case when encoding vcd. If that is your problem there is a very very easy way to stop it. Listen Up..

Open tmpgenc (dont use the wizard at startup). Look at the stream types in the main window. If they are all blocked out, click load, browse to the folder that you have tmpgenc in. Open the extra folder and double click unlock.mcf.

If everything went well you will see all the streams freed up. Click Settings.

Make sure the following...

1. Your stream type is Mpeg-1 Video.
2. Your size suits your location (352x240 for America, 352x288 for Europe).
3. Your frame rate suits your location (25fps for Europe, 29.97 anywhere else.
4. Rate Control Mode is Constant Birate (CBR).
5. Enter any birate that you have calculated with CM's DVTool or whatever.
6. Motion Search Precision is Highest.

Click The Audio Tab and make sure to have the following.

1. Stream Type is Mpeg-1 Audio Layer II.
2. Sampling Frequency is 44100Hz.
3. Adjust the rest of the settings to your own calculations.

Click the System Tab and make sure to have the following.

1. Stream Type is Mpeg-1 Video-CD (non-standard).

Now encode your movie and the file size will be smaller. If you need help calculating proper birate rates just ask. Or anything else at all.
