New Build, No Boot

My second build is killing me. This computer is for the kids (i.e. nothing special)
Xfx 630i motherboard, pentium duo 2.2ghz, 2gb Ram, 250gb sata HD, xfx8500gt vid card.
When I power on I get the fans spinning, feels like the HD is vibrating. No video, no mouse light, no keyboard light. DVD/CD is lifeless.
I feel I've got power supply issues or the motherboard arrived DOA.
I have a newer ATX 450W crapper in there. I'm shortly going to change to an older ATX 420W PSU that I know works.
Any suggestions?

Changed out the PSU and still nothing.
This is a tigerdirect barebones kit and reviews are good. No problems with power output reported.
DOA motherboard?

Quite possible. I loathe TigerDirect barebones kits as they use crappy nforce 6 motherboards and nasty quality power supplies. Realistically, I'd feel much safer with a better board, such as a Gigabyte P31.

There's helping out and then there's being a pest. All I've seen you post in the last few days is spam 'you need a bigger power supply' - Look at this post, he's already changed the PSU and still got the same result, so we can probably rule out a faulty PSU, and you're seriously saying he needs more than 420W? Dell build systems to this spec with 150W power supplies. There's more to PCs than a beefy PSU.

all you've seen ey? sammorris you really are a dumbass. can you point me to more than one other post where i have said that you need a more powerful psu? yeah thought so, shut the hell up. calling it spam, who do you think you are. I have just as much right as you do to contribute so mind your own business.
it is possible that that you don't have enough power and should try 500w at least. 500w isn't beefy anymore, its pretty much standard with new builds as the new nvidia gpu's take a lot more juice as they get more powerful. and your better off goin with a known brand such as coolermaster or antec. i would recommend borrowing off a friend if they had a spare one lying around and if that still doesn't work, then you've got yourself a dodgy motherboard.
@jikastew does your computer stay on when this happens or does it turn on for a bit and then turn off? Also, does your inbuilt speaker make any sound?

No video issue... is the card seeded correctly? Do you have power going to the monitor? Have you tried using the VGA connection on the motherboard itself?
No mouse/keyboard issue... are they PS2 or USB? In my past experiences, many times I've had to use PS2 mouse/keyboard to start off until I got Windows running and the USB drivers installed.
DVD/CD issue... do you have power connected to it?

Jalathole: Post reported. I'll leave it in the hands of the moderators. Say what you like, but I don't want everybody who comes here with a problem being forced to spend an extra $50 plus on their system just because you think absurd power supplies are necessary.
A core 2 duo 2.2Ghz uses 65W max. My 3.7Ghz Q9550 uses 120 plus.
One 250GB HDD uses around 10W at best, I have had three running at one stage, which is at least 20W if not closer to 30.
An 8500GT uses around 40-50W at full load. My HD4870X2 uses 250W.
I use a Corsair HX 520W, and guess what? It's working fine, and not only that, it's silent. This because, I measured the power draw, and my PC is using around 480W at the wall socket. Factoring in the Corsair HX's approximate 85% efficiency, my PC is using about 410W DC load, which is how PSUs are rated. If I have 100W of spare overhead, surely you can now see how overkill a 500W power supply is for this build?
True, the old 420W unit may not be up the job, but since it's a proven working unit in another system it obviously isn't that bad. If he did need to buy a new PSU, I'd tell him to buy a 380W Antec Earthwatts, which would be ample.

Jalathole - Sam knows how to work out what size PSU's are needed for configurations. If the OP or anyone else reading wants to buy a bigger PSU, then fine, but (especially) in these recessionary times, spending more than is necessary is not wise financially.
I can't quite see what haircuts have to do with anything, even mine is in need of a cut - you guessed it, money is tight.
Anyways, let's try and be civil, and frugal with people's money :)

Jalathole, edit your sig to conform to forum specs ASAP as yours is 7 lines of text.
1. Text-only signatures should have at most 5 lines of text.
jikastew, disconnect all cables to drives, remove all cards & ram except for videocard & 1 stick of ram. if have onboard video besides a videocard then use onboard for now. are both power connectors plugged into motherboard? try clearing the cmos as have found that sometimes does kick in a stubborn system.

ok well sorry to not be 'frugal' but i did say he could borrow it from a friend to try. i never said go out and spend 200 bucks on a power supply either. you can come across a decent coolermaster psu @ 550w for around $Au 40 now, if that isn't frugal, then i don't think you should be attempting to build a computer. simple.
But having said that, it might well be a problem with the motherboard also, it would be good for the OP to reply soon...
as with my sig, an extra 2 lines isn't goin to make much of a difference, creaky's picture and txt takes up far more room than my 7 lines, does it not? so what your saying is i can just make these lines of text into a picture and it will be perfectly fine according to your logic?

I don't mean to be rude, but:
1. There's no such thing as a decent $40 Coolermaster power supply, those cheap ones are cheap for a reason
2. 550W if it was actually a 550W unit (which it won't be), would still be overkill. Why not just get a lower wattage unit to start with that's actually built properly? PSUs are a critical and also highly dangerous market, with so many potentially lethal bad products. It does you credit to know what is what.
3. Forum rules are forum rules, so stop arguing and do as you're told.
