Does anyone know of a way of putting chapters or breaks into a data recording?

What do you mean by "data recording"?

A video file is data, an audio file is data a word file is data.

If you have a video or audio file you can edit the file and add chapters and breaks.

I don't understand what it is you are trying to do.

For example using Nero you have the option of burning a data or a DVD disk.
When burning with Nero Vision Express you can add chapters but if you drag an AVI movie file into Nero Express and select DATA Disc you do not have the option of chapters. As this method of burn takes a fraction of time compared to Nero Vision Express (about 3-4 mins for a complete film) this is what i use but it is not covenient if you stop part way through when viewing on a DVD player. It would be nice to have chapters to get back to where you left off.

Do you have a Divx Ultra certified player?
Then the player should support chapters. However, you'll need some
divx-authoring software.

OK guys i have found a way around problem. Take the AVI file and run it through Easy Video Splitter breaking it into as many parts as required and then burn it as a data disk. This enables you select any part of DVD. When running normally there is only a slight pause as the next sector is picked up. This will do until i find a quicker way to do it.This is a lot quicker than converting to a DVD format first using XtoDvd for example and quality and 5.1 sound is kept.
