I have a modded PS2, but it has been chipped, and plays games no problem.

I needed another system done, and came across some guy who said something about no mods needed on my other PS2 system.

He says that the mod is on the Memory Card, and all I have to do is insert it, and it will play any backup on any system! Is this possible and is it true?

Please let me know. If it is easy to do, does anyone know how to do it, and can I just install the program on a memory card, ect?

Hey, yes its fmcb 1.8 now.
Free McBoot is a method of running homebrew applications directly off a Memory Card as a stand alone loader. No boot discs or modchips are required once installed. You will however need to have a method to install FMCB to the MC.

Probably your best bet is too install by CD method or you may want too just use uLaunch and a usb drive to install it with.

Then this guide will explain the process and show you the recommended apps to download and place in the INSTALL

Just make sure to read through that guide to understand what you need first before making the CD.

You need the 1.8b fmcb package, the DVDELF.bin file.
