Okay ive been getting all my games through torrents and they take 1-2 weeks! I go to black cats and i cant find where to sign up. Can someone please post the link i think i went to the wrong site.

Black Cats is a private site and with private sites you only gain access at certain times ie only when the site offers signups. Other than that you gain access via Invite only and Invite Trading is something we do not allow here. So my guess is you keep checking back at their site for any chances at an 'open day'
