When I download the 2 rar files so they are opened in WinRAR, I begin to extract the first one and then a message saying something about finding the 2nd volume and asks me to search for it on my computer (it's obviously not there, I can't download it before the first one). This used to not happen, normally they would combine like they are supposed to but recently it hasn't been detecting the different volumes.

as long as they are named correctly like .rar,.r01,.r02 and in the same place it should work fin by double clicking the .rar or right click and extracting so you only have to open one of them to get it to extract the entire contents of both if winrar is giving you problems reinstall it

the thing is you need to have both parts in the same place and you want to save them to your computer, not open them after they finishing downloading that way when you open the first one and you happen to run into this problem you can actually browse and tell winrar where you saved the second or third etc...

Yea, I got it to work by saving it first. It seems like I should've known to do that but for some reason I remember not having to before.
