Patching ISO's with PPF

I have downloaded a number of ISO's which have included optional PPF files. There was no explanation of what the PPF patch does or why or when it should be applied. I don't have a problem applying the patch as I have a copy of ppf-o-matic3. I am just wondering if I need to as the ISO's are the same region as my console.

Can anyone shed any light on when to apply PPF files?
