dvd playback is "zoomed" in to partial image

I've got a problem when playing back normal dvd's in windows. Whenever I play it back in anything (wmp, powerdvd, etc.) The image is zoomed into the top left quarter or so of the movie. That is, where the whole movie should be showing in a window, I see the top left area of the movie zoomed in so it takes up all of the window. If I resize the window I still always get the same thing. It's like the decoder is only decoding part of the movie and it sending it as the whole image. This occurs during playback and also when I see the dvd disc menu so I usually can't even pick the right menu option since it's not on the screen. Has anyone seen this before?
