I searched the forums for a solution to error 21 on xbox 1
I found a lot of help, but when I tried all of them except for hot swap, nothing worked.
When I would load Splinter Cell disc to re-install softmod, the game would keep loading-so this is what I did:
1) Opened Xbox
2) Opened DVD Drive to expose laser:
Used the magnetic disc from a Playstation 2 to hold the game in place.
3) Powered up Xbox with SC Game in drive.
4) When softmod bootscreen loaded-I removed the disc-(the laser will continue to look for disc)
5 Clicked on install dualboot softmod, virtual eeprom, MS hacked.
6 restarted XBOX, error 21 still there.
7) FTP'ed into Xbox
8) Deleted ALL files in ALL drives.
9) Copied only C files and E files from original Softmod backup
10) restarted XBOX to load Softmod menu.
11) Clicked restore MS Dashboard and restore C from backup E
12 Restarted Xbox-normal dualboot was back and No error messages.
Maybe I didn't look hard enough in the forums or didn't do something right for this and if that's the case, then remove this thread. If not, then maybe it will be of use to someone else.
